Resolve a list and queue the gaps

POST
/v1/jobs/resolve

Every row runs the same resolve ladder as POST /v1/resolve/batch (no fork); each unresolved live domain Bixel does not cover then goes through the coverage request flow under one job. The answer is four buckets: resolved, queued (with each request's public view), not_queued (with the reason per row), over_cap. Keyed; one quota read per call; paid rungs uncapped with queue priority. Weighted like batch: about one credit per 100 rows, ten at most; the queue itself draws none.
